REQUEST FOR PROPOSALS FOR FIRE SERVICES ALTERNATIVES ANALYSIS

Notice is hereby given that the City of West Melbourne will be receiving sealed proposals in the Office of the City Clerk, 2240 Minton Road, West Melbourne, Florida 32904 (321) 837-7771, for FIRE SERVICES ALTERNATIVES ANALYSIS.

The intent of the City is to select a firm to perform professional consulting services to allow the West Melbourne City Council to make a well-informed decision as to whether or not to continue to receive fire suppression services from Brevard County Fire Rescue or alternatively to proceed towards seeking to contract with one or both neighboring cities with independent fire departments, or to proceed towards the development of an independent City fire department. Although selection of a single provider is the City’s intention, the City reserves the right to reject all proposers or to select more than one firm to perform the needed services as it feels is in its best interest.

MEADOWLANE AVENUE SANITARY SEWER FORCE MAIN IMPROVEMENTS

The City of West Melbourne requests submittal of bid proposals for the Meadowlane Avenue Sanitary Sewer Force Main Improvement Project. The base project consists of replacement of approximately 2,000 linear feet of 10” PVC sewer force main with new 12” PVC and HDPE force main along Meadowlane Avenue.   Connections to the City’s existing wastewater system will be made at the 12” gate valve located adjacent to the Bank of America lift station located on Meadowlane approximately 350 feet south of U.S. Highway 192 and at the Veterans Memorial lift station on the northeast corner of the Minton Road/Henry Avenue intersection.  Work also includes corrosion control and painting of the valves and piping in the valve vault at the Veterans Memorial lift station, replacement of the existing ductile iron fittings in the Veterans Memorial lift station wet well with new HDPE fittings and down pipes and connection of a 2” PVC force main from the Korean Central Baptist Church at 2177 Meadowlane to the new 12” main, along with all other items and work specified in the contract documents.

The project also includes a bid additive that involves micro-sealing both Meadowlane Avenue and Helen Street and the application of new thermoplastic pavement markings in accordance with the contract documents.

All bids shall be based on the bid documents, specifications and project drawings included within the bid package. The duration of the contract shall be for 150 days from the issuance of the Notice to Proceed (NTP) to Final Completion, with Substantial Completion within 120 days from NTP. Meeting and submittal dates shall be specified in the delivery schedule.

Sealed offers, in two (2) originals, for furnishing the services, supplies or equipment described herein will be accepted at the City of West Melbourne, c/o Cynthia Hanscom, City Clerk, 2240 Minton Road, West Melbourne, Florida 32904 until 2:00 pm on November 8, 2021.  Under no circumstances shall any bid offer be accepted after the above- stipulated date and time. All bids will be stamped as to the date and time the bid was submitted. The date and time stamp shall be used to determine the timely basis of all bids.  This is an advertised solicitation and the offers will be publicly opened at West Melbourne City Hall located at 2240 Minton Road, 2nd Floor, West Melbourne, Florida 32904 on November 8, 2021 at 2:10 PM.

The supply, delivery, construction, equipment quantity, unit price and total cost amount of the referenced project shall be based on the design drawings and bid documents.

NORFOLK PARKWAY TURN LANE PROJECT

The City of West Melbourne requests submittal of bid proposals for The Norfolk Parkway Turn Lane Project.  The Norfolk Parkway Turn Lane Project at Minton Rd. (Based Bid) work consists of widening the road to the north to accommodate the turn lane, and all other items and work specified in the contract documents. All bids shall be based on the bid documents, specifications and project drawings included within the bid package. The duration of the contract shall be for 213 days from the issuance of the Notice to Proceed (NTP) to Final Completion, with Substantial Completion within 182 days from  NTP Meeting and submittal dates shall  be specified in the delivery schedule.
